Reporting to the Senior Manager Quality, the Monitoring and Evaluation Advisor is responsible for strengthening CRC capacity and expertise in monitoring of corporate and strategic level results, program and project learning, and evaluation of programs and projects. The Advisor will support implementation of CRC initiatives strengthening organizational accountability and quality assurance, framed by the Quality Assurance Policy and Framework. The Monitoring and Evaluation Advisor works as a collaborative member of the operational teams and service lines and actively participates in supporting these teams to develop processes and tools for real time monitoring and quality improvement as well as post engagement or program specific evaluations. The Monitoring and Evaluation Advisor will contribute to the success of the matrix model, agility of the organization, delivering against the One Red Cross vision and interoperability, implement innovations/learning within programs. In this role, you will: Ensure best practices and standards for effective evaluations are reflected in practice (e.g. OECD, Red Cross Movement Guidelines, **MEMBERS ONLY**SIGN UP NOW***., etc.) Ensure quality evaluation elements are included in the project planning phase including participatory evaluation approaches involving communities where projects will be implemented Conduct, commission or manage evaluations based on the evaluation plan and operational team needs. Provide technical support and quality assurance for Evaluation design, methodology, consultants, engagement of effected populations Design or provide technical oversight for baseline and end line surveys and other data collection tools for specific projects. Provide, adapts or develop tools for Evaluation Tracking, Management Response accountability, Consultancy ToRs, assessments, reports, etc. Ensure continuous capacity building, strengthen and support both internal and external evaluation Provides training and facilitation support to operational teams as necessary Support CRC in implementing robust PMER systems and procedures for all operations, with a focus on Emergency Management in Canada Support the integration of lessons learned from project evaluations and reviews to further improve the implementation of projects Monitoring and Reporting Ensure quality monitoring elements are included in the project planning phase including client and community feedback mechanisms. Provide technical support and quality assurance for indicator design, data collection methodology, and monitoring plans for specific projects. Design, develop or provide technical oversight for data collection tools of specific projects. Lead the process of review and development of Key Performance Indicators for services Support units to develop dashboards for effective monitoring and management. Supports the Corporate Planning process Perform data analysis and apply data visualization techniques to present information and highlight different perspectives on key areas. Learning Ensures that shifts in knowledge on issues relating to Evaluations are reflected in CRCS strategies, policies, guidelines and practice. Facilitates continuous learning within CRCS through collection and dissemination of lessons learnt and best practice, and development and delivery of relevant training and mentoring. Engages with Movement counterparts and thought leaders such as academics, INGOs, the UN and sector networks to inform joint learning and continuous improvement. Collaborates to fulfill the agreed objectives, needs and expectations. Fosters team work through a professional exchange of experiences and expertise that can be transferred to other areas of work. We are looking for: Preferably a Master's degree in statistics/development research related field, economics, anthropology, social science or equivalent through work experience. Minimum eight (5) years solid experience in planning, research, monitoring and evaluation preferably in humanitarian aid Proven track record and expertise in developing and implementing monitoring and evaluation systems Demonstrated experience in developing tools and processes, providing technical support and quality assurance, and facilitating learning. Advance knowledge of statistical analysis, quantitative and qualitative data collection and analysis, advance data management and processing skills. Good knowledge of relevant software applications (Office, Access, Project, Power BI or similar) Knowledge of participatory and feminist monitoring and evaluation methodologies Strong knowledge of donor requirements and formats pertaining to results frameworks. Strong understanding of monitoring and evaluation issues in international development Demonstrated knowledge of results based management and participatory program planning, monitoring and evaluation methodologies Bilingual capacity in English is required. French is an asset Highly skilled at advising, coaching, and facilitating. Process design, management and improvement skills. Working Conditions: The majority of work is performed in a clean and comfortable environment, remotely May include long to moderate hours sitting and using computers and office equipment. Ability to work non-traditional hours on short notice in stressful and often ambiguous conditions. Commitment to the Principles of the Red Cross Movement. This position will require domestic or overseas travel for data collection, to attend conferences, workshops and meetings as required.
